Second Competency Exam Ordered for Man Accused of Killing Someone Outside The El Paso County Court House

A MAN ACCUSED OF SHOOTING AND KILLING 28 YEAR OLD WILLIAM WINTERS LAST YEAR IN FRONT OF THE EL PASO COUNTY COURTHOUSE WILL HAVE A SECOND COMPETENCY EXAM. 29 YEAR OLD SHAQUILLE BROWN HAD A COMPETENCY EXAM. THE RESULTS OF THE TEST WERE NOT ANNOUNCED. HOWEVER, THE PROSECUTOR IN THE CASE REPORTEDLY ASKED FOR A SECOND COMPETENCY EXAM. THAT SECOND EXAM WILL BE CONDUCTED BY AN INDEPENDENT PSYCHOLOGIST.
